On June 11, 2007, the Parliament of the Republic of Macedonia adopted the Law on the establishment of the Agency for Financial Support in Agriculture and Rural Development, with the objective of more successful implementation of the agricultural policy and the rural development policy in the Republic of Macedonia. This enables efficient management of the financial resources both from the Budget of the Republic of Macedonia and the funds from the European Union Pre-Accession Assistance for Rural Development.
Competencies of the Agency:
- implementation of measures for direct payments in agriculture;
- interventions in the agriculture products market;
- implementation of the production quotas;
- implementation of the rural development measures;
- realization of the funds from the European Union Pre-accession Assistance for Rural Development;
- implementation of agriculture state aid measures;
Works of the Agency:
- reception, recording and processing of application for financial support;
- authorization of payment of funds;
- organization of financial and accounting affairs;
- internal audit;
- organizing, implementing and coordinating administrative and technical controls and on-the-spot controls;
- collection and processing of data;
- administration of databases and registers;
- development of reports and analyses.
The Agency implements the following procedures for performing the works:
- announcements of Public Call and criteria for awarding financial support;
- authorization of financial resources in accordance with the criteria;
- signing Contracts for Financial Support with the Beneficiaries;
- making payments;
- performing on-the-spot controls before and after the approval of the application;
- authorization of eligible financial expenses to the applicants before payment of the financial resources;
- monitoring the project implementation;
- legal proceedings against Beneficiaries who have misused the financial resources./li>
